I'm pleased to announce NOAA's Call for Applications for the fourth
class of the Leadership Competencies Development Program (LCDP).
Our ability to accomplish NOAA's mission is wholly dependent upon our
organization's most important asset - its people. The NOAA LCDP provides
our organization with a corporate means to develop critical knowledge
while supporting increased diversity and employee satisfaction. I encourage
you to consider the LCDP as a potential opportunity for you to develop
the leadership skills NOAA needs now and in the future.
The details below explain the benefits of the LCDP for NOAA and for
you. Also included is information on a series of "LCDP Brown Bag
Lunches"
to be conducted this month at NOAA locations across the country. These
sessions offer the opportunity to learn more about the Program.

What is the LCDP?
The Leadership Competencies Development Program (LCDP) is a competitive,
18-month program that provides a series of training and developmental
experiences for a cadre of NOAA individuals who have high potential for
assuming greater leadership responsibilities in the next 3 to 5 years.
The Program fosters a shared understanding of our agency and its mission,
vision, and objectives.
The LCDP provides a framework for developing future senior leaders with
NOAA-wide capability. The purposes of the Program are to:
- Identify potential future leaders of NOAA;
- Provide them with leadership training and professional development
opportunities;
- Strengthen communication in and across NOAA;
- Expand substantive knowledge of NOAA's mission; and
- Encourage and foster diversity in the workforce.
- What are the Key Developmental Components of the LCDP?
The LCDP includes the following developmental experiences for the participant:
- An individual 360-degree evaluation to determine developmental needs;
- A formal mentoring relationship with a NOAA senior leader who provides
guidance throughout the Program;
- An Individual Development Plan (IDP) to lay the groundwork and plan
how the participant will gain appropriate skills and experience;
- Formal training in a range of subjects and issues facing NOAA leaders;
- Career-broadening developmental assignments; and
- Participation in specific corporate NOAA and Line Office initiatives.

As a participant in the LCDP you will:

Who is Eligible to Apply to the LCDP?
Applications will be accepted from all qualified individuals in NOAA.
Applicants must have experience at the GS-13/14/15, Pay Band IV/V, or
Commissioned Officer CC-04/CC-05/CC-06 level.
How do I Apply to the LCDP?

What is the Selection Process for the LCDP?
Selection for this developmental opportunity follows merit principles
and is based on NOAA's criteria as outlined in the "Announcement:
NOAA LCDP IV Call for Applications" located at http://www.rdc.noaa.gov/~hrmo/leadership.htm.
The selection process is coordinated through an applicant's Line/Staff
Office. Applications will be rated and ranked, and the best qualified
applicants will be interviewed. A candidate's supervisor may be contacted
during the selection process to provide an evaluation of the applicant's
potential for participation in the LCDP. Final selections will be made
by the NOAA Deputy Under Secretary. Candidates will be notified of their
selection, or non-selection, to the LCDP IV class in February 2004. The
LCDP IV class will begin in April 2004.
How do I Get Additional Information?
A series of "LCDP Brown Bag Lunches"-- some available via
video/teleconferencing -- will be conducted in early September 2003 at
NOAA locations across the country. These sessions will provide you with
an opportunity to learn more about the LCDP from past and current participants
in the Program, as well as from their mentors and supervisors. A schedule
of the times and locations of these sessions is located on the home page
